Try running Windows Update and install all the updates apart from the Language ones This seemed to work for me. If that also does not solve the problem following davidhk's steps.
If that does not work, you have to perform a System Restore. This should solve your problem. I tried all that and nothing worked on either of my affected PCs. I've since bought two new computers with Windows 7 installed. Thanks for this, this also helped me out.

Now if i right click on the desktop and click on themes and select the Vista Aero theme in the drop down menu i get this message. An attempt was made to load a program with an incorrect format. Anyway ive been looking around and it seems my aero theme is like corrupt. Is there anyway i can get it back to its original form. Ive used system restore but that dosent go back far enough.
